This is Zamazenta V 163/172 from Brilliant Stars, a Sword and Shield era set. The card number 163 sits above the printed set count of 172 in the special cards that close out the set, and this printing carries the Full Art treatment.
Pokemon V cards introduced the V mechanic to the Sword and Shield era, offering higher health and strong attacks at the cost of giving up two prize cards when knocked out. The Full Art version extends the illustration across the entire card, removing the standard frame so the artwork of Zamazenta fills the whole space.
