This is Vespiquen EX from Obsidian Flames, the Scarlet and Violet era set numbered 096/197. As an EX card, Vespiquen carries a higher HP pool and a knock out penalty of two prize cards, the modern trade off that has defined competitive play since the mechanic returned.
