This is Umbreon, card 17/17 from the Celebrations set, in its Gold Star treatment. Celebrations was released for the 25th anniversary of Pokemon and included a Classic Collection of reprinted favourites from across the game's history. The collector number (17 of 17) places it within that small numbered run. Gold Star cards are known for the small gold star next to the Pokemon's name and a shiny colour variant of the Pokemon.
Umbreon is one of the most loved Eeveelutions, and its Gold Star card is among the most recognisable from the original era, so its inclusion in the anniversary set was a highlight for many collectors. The Gold Star style gives the card a distinctive look that sets it apart from standard holos.
