This is Toxicroak ex from the Scarlet and Violet Base Set, the expansion that launched the Scarlet and Violet era. The set reintroduced the ex mechanic in lowercase form, marking a new generation of single prize and multi prize Pokemon for the modern game.
The card number 232/198 is significant: because the first number is higher than the set size of 198, this is a secret rare. Secret rares sit beyond the standard numbering and typically feature alternate or extended artwork, which is exactly why collectors chase them. As a Pokemon ex, Toxicroak ex carries higher hit points and stronger attacks than a regular Pokemon, with the trade off that it gives up extra prizes when knocked out. Combining the desirable ex designation with secret rare status makes this Toxicroak a rewarding find for anyone completing the Scarlet and Violet Base Set or building a collection around the era's chase cards.
