This is Sprigatito from Paldea Evolved, the English Scarlet and Violet era set that expanded on the Paldea region introduced in the games. Sprigatito is one of the Paldea starter Pokemon, so it has been a favourite with collectors since it first appeared.
The card is an Illustration Rare, a rarity tier where the Pokemon is shown in a detailed full art scene rather than the standard framed portrait. Illustration Rare cards highlight the work of the artists and tend to be among the more decorative pulls in a set, which is a large part of why collectors chase them.
