This is Spidops EX, card number 019/198 from the English Scarlet and Violet Base Set, the release that opened the Scarlet and Violet era. The EX tag marks it as a Pokemon EX card, the powerful single Pokemon style that headlines this generation, usually finished with foil and bold artwork.
Spidops is the evolved form of Tarountula, one of the early Pokemon introduced in the Paldea region, built around a web spinning, trap setting design. As one of the newer Paldean Pokemon to receive the EX treatment, it appeals to fans following the latest generation.
