This is Rotom VSTAR from Crown Zenith, an English expansion that closed out the Sword and Shield era. The VSTAR designation marks the evolved partner to a Pokemon V, a high HP card that comes with a powerful VSTAR Power, an ability or attack that can be used just once per game, adding a tactical choice to gameplay.
