This is Radiant Steelix, card number 124/196 from the English Lost Origin set. Steelix is the evolved form of Onix, a long, serpentine Pokemon that has been a fan favourite since the second generation of games, and here it appears as one of the special Radiant cards.
Radiant Pokemon are a rarity introduced in the Sword and Shield era, shiny versions of their Pokemon shown with a distinctive textured foil and a unique frame. Only one Radiant card is allowed in a deck, which makes them stand out both in play and in collections. Each Radiant card is its own scarce pull within a set.
