This is Magnezone VSTAR from Lost Origin, presented in the Rainbow Rare style. VSTAR cards were a headline mechanic of the Sword and Shield era, offering a powerful once per game VSTAR Power, and the Rainbow version trades the standard artwork for a full body pastel finish that collectors prize.
The card number 198/196 runs past the 196 cards of the main Lost Origin set, which marks it as a secret rare.
