This is Lycanroc VMAX, card number 213/203 from the Evolving Skies set. Because the first number (213) is higher than the set total (203), this card sits in the secret rare range, and the Rainbow and Secret Rare tags confirm it is a rainbow rare treatment finished in the colourful rainbow foil style.
VMAX cards represent the Dynamaxed or Gigantamaxed form of a Pokemon V, carrying oversized artwork and high hit points. Rainbow rares apply a multicoloured textured finish over the design, and because they are printed at the top of the set list they are among the harder cards to pull, which gives them their chase appeal.
