This is Koraidon ex from the Scarlet and Violet Base Set, presented as a gold Hyper Rare. Koraidon is the Legendary Pokemon featured on the cover of Scarlet, and the ex mechanic marks it as a high power single card with strong attacks and a higher HP pool than a standard rare.

Hyper Rares carry a full gold finish across the entire card, framing the artwork in metallic gold rather than the usual border.
