This is Charizard VMAX from the Shiny Vault subset of Shining Fates, one of the most chased cards from that release. As a Pokemon VMAX, Charizard is a Gigantamax form built on the V mechanic, carrying a very high HP pool and powerful attacks that made VMAX cards centrepieces of the Sword and Shield era.
The SV prefix in the card number places this card in the Shiny Vault, a dedicated subset within Shining Fates focused on shiny treatments with its own numbering. This Charizard VMAX shows the shiny variant of the Pokemon, which gives it a different colour scheme to the standard card and a finish that collectors prize highly.
