This is Celebi VMAX from Chilling Reign, part of the Sword and Shield era. The card is numbered 199/198, and because the first number edges past the set total of 198, it is one of the set's secret rares, the printings that sit beyond the standard numbered cards.
VMAX cards depict the Dynamax and Gigantamax forms introduced in the Sword and Shield era, scaling a Pokemon up to a far larger size with hit points to match.
