This is Boltund V from the Trainer Gallery subset of Brilliant Stars, numbered TG13/TG30. Boltund is the canine, fast moving Pokemon known to fans as the Dog Pokemon, and the V mechanic marks it as a powerful single Pokemon card with a higher HP pool and stronger attacks than a standard rare.
The Trainer Gallery is a special section folded into Brilliant Stars, carrying its own TG numbering and a distinct alternate art style for each entry. These cards show the Pokemon in fresh, character focused artwork that differs from the main set printing, which is a large part of their appeal.
