This is Basic Fighting Energy, card number 258/198 from the Scarlet and Violet Base Set, the English expansion that opened the Scarlet and Violet era. Because the card number (258) is higher than the set total (198), this is one of the bonus cards beyond the main run, and the tags confirm it as a Hyper Rare with the Gold treatment.
Hyper Rare cards, often called gold cards, carry a fully metallic gold finish across the whole card and are pulled at a much lower frequency than the standard cards in the set.
